The second delay came with a direct apology. Rockstar wrote: "We are sorry for adding additional time to what we realize has been a long wait, but these extra months will allow us to finish the game with the level of polish you have come to expect and deserve."

Take-Two CEO Strauss Zelnick was reported framing the combined slip as roughly "18 months behind the original date, not much more than that," his own characterization of the damage rather than a fresh announcement.

The delays also produced a running argument over how finished the game actually is. Insider Gaming's Tom Henderson reported the game content-complete by November 2025, which would make the final year a polish pass rather than a scramble. Bloomberg's Jason Schreier pushed back in January 2026, saying the game was "still not content complete" and that nobody could guarantee November with total certainty, while adding he "wouldn't be shocked" if it shipped on schedule anyway. Those two reads have never been reconciled, and Rockstar has said nothing to settle it.
