The woman on the cover, whose tile mirrors the classic 2002 Vice City cover girl, wears a Vice City Manatees jersey, tying her to the fictional city's sports scene.

Fans catalogued the jersey as part of a run of Miami-flavoured touches on the same figure: a "305" wrist tattoo nodding to the real Miami-Dade area code, a second "Vice Baby" tattoo doubling down on the setting, and a can of Thaw in her hand.
