Miami Beach Voted on a GTA 6 Deal With No Price in It

The press has been reading a decommissioned agenda portal. Miami Beach left NovusAGENDA around April 2024 and the highest identifier that still loads there is 1368; the live system is PrimeGov, meeting 1309, and the item PDF served 637,285 bytes on 14 September. What it authorises is wider than anyone reported: signage on beachfront concession equipment and on such other public property as the City Manager may determine, applicable area Citywide. There is no end date in it and no 56-day cap, both of which belong to a different city and a different instrument. The resolution contradicts itself on the launch date, giving both 15 October and 19 November, and its execution block is dated 2025. The four sponsors are the four yes votes in a 4 to 3 tally that exists only on video, because PrimeGov holds two documents for the meeting and both of them are the agenda.

On 11 September four outlets published accounts of what the Miami Beach City Commission had voted on the previous morning for Grand Theft Auto VI. They printed four different money figures. The document those figures are supposed to have come from contains no dollar figure at all. Not in the title, not in the memorandum, not in any of the five WHEREAS clauses, not in the operative clause. The memo's fiscal field reads, verbatim: FISCAL IMPACT STATEMENT N/A. Below is what item C7 AP authorises, why four reporters at one meeting produced four numbers, and where the document is, because nobody has cited it: the city's agendas moved and the press did not. PC Gamer says the vote "was streamed on September 10 on the City of Miami Beach YouTube channel". GamesRadar says the debate "can be viewed in full on YouTube". One primary event, several transcriptions of it, and still four numbers. The reconciliation on offer, labelled as a reconciliation and not a finding: $3 million appears to be the floor in the proposal, while $4 million is the figure Commissioner Bhatt gave in the room for expected total benefit. Nobody has reconciled them on the record, and neither number is written down in the instrument. Notebookcheck (Marius Muller, 2026-09-11T10:46:00+02:00) was the only outlet that checked the resolution, writing that the figure "does not appear in the publicly available resolution documents", and GTA BOOM was right that no value was disclosed. The press has been looking at a dead portal. The live system is PrimeGov. What the resolution actually says CONFIRMED. Agenda item C7 AP, indexed as "Approve Gta Vi Marketing Signage", applicable area Citywide. The full authorising language, verbatim from the official portal: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH AMPLIFY MARKETING INC. ALLOWING THE INSTALLATION OF SIGNAGE AND OTHER MATERIALS ON CONCESSION EQUIPMENT ON THE BEACHFRONT AND ON SUCH OTHER PUBLIC PROPERTY AS THE CITY MANAGER MAY DETERMINE, IN CONNECTION WITH A MARKETING CAMPAIGN COMMENCING OCTOBER 15, 2026 TO PROMOTE THE RELEASE OF GRAND THEFT AUTO VI BY ROCKSTAR GAMES; AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE THE AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. The counterparty is AMPLIFY MARKETING INC., and it is in the title of the enacting instrument. Dexerto named the agency from a quoted social post and was treated as single-sourced for it. Dexerto was right, and every other outlet above missed it. The first WHEREAS establishes who approached whom, verbatim: "Amplify Marketing Inc. has approached the City regarding a marketing initiative..." The memorandum is by City Attorney Ricardo J. Dopico, dated September 10, 2026. Its analysis section reads, complete and verbatim: "The attached Resolution was prepared at the request of the sponsor, Commissioner Monica Matteo-Salinas." The resolution number field is blank: "RESOLUTION NO. 2026 -". What is not in it CONFIRMED by string search of the C7 AP item block against every figure and term the press printed. Every token searched for in the C7 AP item block returned nothing: any dollar figure, "3 million", "4 million", "December" or any end date, "56 days", "Boucher", "Flamingo", "Art Basel". Two consequences follow. First, the resolution says only "COMMENCING OCTOBER 15, 2026". There is no end date in it and no 56-day cap in it. GamesRadar, PC Gamer, World Red Eye, Dexerto and Yahoo all printed a run through the end of 2026 as a term of this deal. The 31 December date and the 56-day cap belong to the City of Miami downtown banner ordinance, covered at our piece on file 19783 and not re-reported here. Second, the operative scope is wider than anyone reported. Outlets framed the deal as beach chairs and umbrellas, or as branding that stays off city property. It authorises signage on beachfront concession equipment and on such other public property as the City Manager may determine, area Citywide, extendable without returning to the commission. A lobbyist asked for it, and the city did not say who CONFIRMED, from the memorandum's own required disclosure field. The question, verbatim: "Was this Agenda Item initially requested by a lobbyist which, as defined in Code Sec. 2-481, includes a principal engaged in lobbying? Yes". The very next field, "If so, specify the name of lobbyist(s) and principal(s):", is blank, running straight into the department line. A required disclosure, answered yes, name withheld. REPORTED, and it lines up: Kotaku, alone, recorded that "There was also some questions about whether a lobbyist may have been involved in getting the proposal fast-tracked through the commission." Nobody has put that next to the blank field. Two drafting errors in the city's own instrument CONFIRMED. One WHEREAS refers to supporting "the October 15, 2026 launch of Grand Theft Auto VI". A later WHEREAS correctly says the game is "scheduled for release on November 19, 2026." The resolution contradicts itself about when the game comes out, in the same document. And the execution block reads "PASSED and ADOPTED this_day of 2025", the wrong year on a 2026 instrument. The four sponsors are the four yes votes, and the tally is not written down CONFIRMED. Sponsors as listed: City Attorney, and Commissioners Monica Matteo-Salinas (prime sponsor), Tanya K. Bhatt, Laura Dominguez and Joseph Magazine. The condensed agenda title carries their initials: "Authorize CM to Negotiate Agmt. for Grand Theft Auto VI Marketing Campaign. (MMS/TB/LD/JM) CA". Four of seven commissioners sponsored it and the vote was 4 to 3. Kotaku noted that "The plan already had four sponsors when discussion began" and called the outcome "a forgone conclusion", but nobody has set the sponsor list beside the tally. The City Attorney co-sponsoring is unusual, and C7 is the consent block, so an item expected to pass unopposed was pulled for a contested vote. And here is why four outlets produced four numbers. PrimeGov lists exactly two documents for meeting 1309: document 25211, "HTML Agenda", and document 25212, "Agenda", both published at 2026-09-10T14:55. There are no minutes and no after-action report. The meeting video index served HTTP 200 at 15,995,469 bytes when fetched at 2026-09-14T03:22:33Z, listing C7 AP under "Resolutions - C7" with no timestamp marker, unlike neighbouring items. As of 14 September the only public record of the vote is a video and several reporters' transcriptions of it. Two traps we had to route around, printed so nobody else falls in Boucher Brothers is not the counterparty. Several outlets described Boucher Brothers as the city's partner here. The resolution names Amplify Marketing Inc. and nobody else. They operate the concession equipment the signage goes on, but are not a party to the negotiation. And a separate Boucher Brothers item sits on the same 10 September agenda, item R7 A, an "AMENDED AND RESTATED CONCESSION AGREEMENT BETWEEN THE CITY OF MIAMI BEACH (CITY) AND BOUCHER BROTHERS PIER PARK, LLC", marked "Deferred on 7/22/2026 - R7 N." It has nothing to do with Grand Theft Auto VI. Miami Beach is not Miami, and neither is Miami-Dade. Item C7 AP is a different city and instrument from City of Miami ordinance file 19783, covered here on 11 September. A search engine merged the two in front of one of our researchers mid-session, producing a summary with Miami commissioners approving a marketing agreement and Ordinance 19783 in one sentence. Neither government approved a marketing agreement. What only one outlet had REPORTED, Kotaku alone, and it is the earliest games-press account of the meeting at 04:55 UTC. Mayor Steven Meiner pointed out in the room that agreements and requests for proposals normally come back to the commission for final review before sign-off, and that this one will not. Kotaku's characterisation: "As Mayor Steven Meiner pointed out, that was by itself pretty odd." It also carries the quote that has travelled furthest, worth getting right because a wrong rendering circulates. Verbatim, from its transcription of Commissioner Matteo-Salinas: "This is a win for gamers and gaming nerds such as myself". A widely shared subreddit rendering has "This Is a Victory for Gaming Nerds Like Me". That version is wrong. REPORTED, Yahoo alone: Rockstar may not advertise during Art Basel, and proceeds are earmarked for a Flamingo Park Memorial Football Field renovation. Neither appears in the resolution. And a transcription conflict we are not resolving. GamesRadar+ and Yahoo render another Matteo-Salinas line incompatibly. GamesRadar has her naming two dates correctly, "I played it in 1997, when it first came out; I played it in 2002 when it came out, the Vice City version". Yahoo has her calling the 1997 game "the Vice City version", which is wrong, because Vice City shipped in 2002. At most one is right, and neither should be quoted as hers without the video. What is and is not established CONFIRMED, primary: item C7 AP names AMPLIFY MARKETING INC. as counterparty, authorises the City Manager only to negotiate, contains no dollar figure anywhere, and carries the fiscal field FISCAL IMPACT STATEMENT N/A. Scope covers beachfront concession equipment and such other public property as the City Manager may determine, applicable area Citywide, with no end date and no 56-day cap. CONFIRMED, primary: a lobbyist requested the item and the name field is blank; the instrument gives both 15 October and 19 November 2026 as the launch date; the execution block is dated 2025. CONFIRMED, primary: the four sponsors are the four yes votes in a 4 to 3 tally, and PrimeGov holds two documents for the meeting, both of them the agenda, so the tally exists only on video. REPORTED, printed rather than resolved: $4 million per Dexerto attributing Commissioner Bhatt, $3 million per GamesRadar+ and PC Gamer, at least $3 million per Yahoo, nearly $4 million of marketing value per World Red Eye. Notebookcheck and GTA BOOM both said no figure was disclosed, and the record agrees with them. Explicitly not claimed: that any figure is wrong about what was said in the room. We have not watched the video. None of them is in the instrument. Method limits: there are no minutes; the video was not watched by this desk and is the only public record of the vote; the third-party mirror located the item and is not cited as the record.
