The Leonida Keys are the island-chain region of Leonida, lying south of Vice City. Rockstar's official description leans into a relaxed coastal tone, "The dress code is casual, the bars are loaded", while placing the Keys "right on the doorstep of some of the most beautiful and dangerous waters in all of America". The region has five official screenshots on Rockstar's site, and the community reading of it as a Florida Keys analogue is analysis rather than a Rockstar statement, though the identification of the real Seven Mile Bridge in official footage supports it.

Jason's home turf

The Keys anchor one half of the story. Rockstar's character bios describe protagonist Jason Duval as a failed soldier turned drug runner living in the Keys, residing rent-free at a property owned by Brian Heder, a veteran Keys drug runner who is "still moving product through his boat yard with his third wife, Lori". Jason's bio says he "grew up around the grifters and crooks" of the region and "wants an easy life, but things just keep getting harder", which frames the Keys as the criminal ecosystem he starts the game inside.

Underwater exploration

Scuba diving is a confirmed side activity, and reporting on the map (via GTABase) describes the Keys as the region built around underwater exploration, with explorable reefs, shipwrecks, and submerged areas giving dives real destinations. Trailer waters are stocked with marine life including sharks and dolphins, with sharks shown as a threat to swimmers. Oxygen-management mechanics, surfing, and shark-driven dive hazards remain rumors rather than confirmed systems. Fishing is confirmed for the game (officially tied to Gambit Bay), and kayaking appears on the confirmed activity roster, both natural fits for the archipelago's geography.
