GTA 6 Pre-Orders: 23 Countries Can Buy on PS5 but Not Xbox

We counted Rockstar's printed pre-order country lists ourselves on July 31, 2026 and got 62 on PlayStation, 39 on Xbox and 30 on the Rockstar Store. The Xbox list is a strict subset of the PlayStation one. Here are the 23 missing countries, and why the ESRB rating claim going around is wrong.

Rockstar publishes a support article called "Grand Theft Auto VI Pre-Order Details" that answers the question most readers arrive with: can I buy this where I live. We retrieved it on July 31, 2026 at https://support.rockstargames.com/articles/46YkMi4rHxYXMeIHtZiKaE/. It states "Last Updated: June 26, 2026" and carries the heading, verbatim, "Which countries will Grand Theft Auto VI be available in for pre-order?" Underneath it are three country lists, one per storefront, and Rockstar prints no totals. Just the names, so we counted them. The counts are ours, not Rockstar's This needs saying before any number appears, because these figures will get quoted. We counted the printed lists and got 62 for the PlayStation Store, 39 for the Xbox Store and 30 for the Rockstar Store. Rockstar published none of those totals, so "Rockstar says 62 countries" would be a misattribution. The Xbox list is a strict subset of the PlayStation list Every country on the Xbox Store list also appears on the PlayStation Store list. Zero countries appear on Xbox but not PlayStation, so there is no territory on the page where an Xbox owner can pre-order and a PS5 owner cannot. Going the other way, 23 countries appear on the PlayStation list and not the Xbox list. In alphabetical order as printed: Bolivia, Bulgaria, Costa Rica, Croatia, Cyprus, Ecuador, El Salvador, Guatemala, Honduras, Iceland, Indonesia, Luxembourg, Malaysia, Malta, Nicaragua, Panama, Paraguay, Peru, Romania, Slovenia, Thailand, Ukraine and Uruguay. That list is heavily Central and South American, with a block of smaller European markets and three South East Asian entries. If you live in any of those 23 places and own an Xbox Series X|S, Rockstar's page offers you no pre-order route on your console storefront. Three countries only the Rockstar Store lists, and one it does not The Rockstar Store list is the smallest at our count of 30, but it is not simply a subset of the other two. Latvia, Liechtenstein and Lithuania appear there and on neither console list. The traffic runs the other way for Brazil, which appears on both console lists but is absent from the Rockstar Store one, which lines up with something reported in Brazil in March. Two entries are also spelled differently by list. The Rockstar Store prints "Czechia Republic" and "Korea"; the console lists print "Czechia" and "South Korea". We report those as printed, because inconsistent naming is a clue that the three lists were assembled separately rather than generated from one canonical table. Rockstar's escape clause names age ratings The page does not present these lists as final. It carries a caveat: "GTAVI will be made available in additional countries as allowed by platform policies, regional regulations, and age ratings." Three gating factors, named by Rockstar. The rating is still pending on both storefronts We also retrieved the Xbox Store listing for GTA VI on July 31, 2026, at https://www.xbox.com/en-US/games/store/grand-theft-auto-vi/9NL3WWNZLZZN/0010. Its rating block reads "RATING PENDING LIKELY MATURE 17+", followed by "May contain content inappropriate for children. Visit ESRB.org for rating information." Rating Pending. Likely Mature. Not rated Mature. This matters because several sites now state flatly that GTA 6 "carries an ESRB Mature 17+ rating". On the storefront listings we can read, that is not accurate. "Likely Mature 17+" is a placeholder the ESRB permits publishers to display before a rating is issued, and an actual Mature rating is a completed rating action. The second state has consequences for which storefronts in which territories will list the product. The Mature logo in circulation traces, according to reporting we did not verify ourselves, to a Sony marketing email about PS4 to PS5 upgrades sent in May 2026. That is reported rather than confirmed, and even as described, a logo in a marketing email is a marketing asset rather than a rating action. Why we are not claiming the ESRB has no GTA VI listing We searched esrb.org for Grand Theft Auto VI on July 31, 2026 and got zero results. The obvious headline writes itself. We are not writing it, because we ran a control first: we searched the same site for Grand Theft Auto V, rated for over a decade, and that search also failed even though GTA V's ESRB page exists and returns real data when reached directly. A search endpoint that cannot find GTA V is broken, not a source of negative evidence. Our zero result tells us nothing about whether a record exists, and anyone citing "the ESRB has no listing for GTA 6" as fact is making exactly the mistake this article is about. What we can say is narrower: both listings we read still show a pending rating, and a rating could be issued any day, possibly before you read this. Reported, not verified first-party: Brazil and the Rockstar Store On March 17, 2026, the Brazilian outlets Omelete, Terra and TechTudo reported that Rockstar had stopped selling directly to Brazilian consumers through the Rockstar Store and Launcher, with effect from March 16, 2026, citing Law nº 15.211/2025 on age verification. Per those reports, existing owners keep access and other storefronts are unaffected. We could not find a statement from Rockstar itself, so this stands as outlet reporting and nothing stronger. Our own observation is that Brazil is on both console lists and not on the Rockstar Store one, which is consistent with the March reporting rather than proof of it. A country can be missing from a storefront list for reasons nobody has published. Our analysis: the mechanism behind an uneven map Labelled as ours, not as Rockstar's. Rockstar names age ratings as one of three things determining where GTA VI can be sold, and the rating is still pending on both storefronts we read. Those two facts sit next to each other on Rockstar's own pages, and together they are the most economical explanation for uneven lists and a shorter Xbox one. Territories apply different requirements to listing an unrated product for pre-sale, and platform holders apply them differently by region. That is a plausible route to a game being pre-orderable in Thailand on one console and not the other, and it is equally plausible that some of the 23 are pending on Microsoft's side. We are not calling it the confirmed cause, because none of the three companies has explained the gap. Pricing is $79.99 Standard and $99.99 Ultimate. No install size is listed anywhere, which is worth saying plainly because circulating GTA 6 storage figures do not come from this listing.
